1.  This is an official and final request for you to exempt me, my wife and my children, from compliance with provisions of Code of Virginia §46.2-323 (Application for Driver’s License) which is in direct conflict with God’s mandate to abstain from identifying one’s self with the number of the beast, the mark of the beast or the number of a man .  The number of the beast is the Social Security Number.  The mark of the beast is biometrics.  The number of a man is his genetic code.

2.  Previously, I requested your predecessor to change your records that are in error.  The records falsely indicate that my wife and I have Social Security Numbers.  Your records are being used to link our identities with Social Security Administration Numbers.  We cannot agree or associate with any attempt to adhere us to that wicked enumeration system.

3.  Firstly, I am grieved that it appears I am being presumed to be bearing false witness rather than being presumed telling the truth:
     -  It is a fact that we do not have Social Security Numbers.  We ought to be presumed telling the truth on that issue.  If you believe that fact is in dispute, then please take the action necessary to make a claim in a lawful court of record.  That way, we can both present our evidence to an impartial jury to determine the fact on the preponderance of the evidence.

4.  Secondly, whether or not I am determined by trial of fact to currently have or not have a Social Security Number, it ought not to matter.  If the Social Security Administration shows up the day after a trial of fact and claim they now assign me a number, I ought not to be required to choose between violating the edicts of God and being prohibited to drive a car.  In accordance with the statute on record, “The Commissioner may, on a case-by-case basis, waive any provision of such regulations for good cause shown .”

5.  Removing the indicated Social Security Number from the records is the reasonable remedy for a good and just cause.  Considering the precepts of religious liberty, denial of my request would be an arbitrary action inconsistent with good faith and the law of our fathers.  Administrative convenience can never justify usurpation of natural, fundamental, or common legal and civil rights.

6.  The founding fathers made our civil government secular.  It can take a path contrary to the precepts in God’s Holy Word.  The magistrates by their commissions and the citizens by their omissions can as a society build a wicked edifice as did Nimrod and the people of Babel.  What our founders did not intend for, or give to, the civil power, is the authority to exercise powers of coercion to punish those who adhere to God’s law.  Though a man’s adherence to God’s precepts conflicts with the whims of his sinful neighbors, he ought not to be constrained or molested as a means to cutoff his moral minority opinion and tendencies.

7.  I ask again and finally for one of these reasonable remedies.  They are permitted and promoted by statute and the Virginia Bill of Rights .

 Either:  Remove the erroneous and grievous apparent Social Security Number.  It falsely indicates my wife Leslie and I embrace the Number of the Beast and have thus chosen to trust in some other than the Living God,
 or:  Cancel the application you have on record in accordance with Code of Virginia, §46.2-100, Definitions which reads, "Cancel" or "cancellation" means that the document or privilege cancelled has been annulled or terminated because of some error, defect, or ineligibility, but the cancellation is without prejudice and reapplication may be made at any time after cancellation.”

8.  Because my previous pleas have been ignored or scorned, this plea will be recorded by the clerk of court and forwarded to you.  Certainly, 90 days are allotted for your administration to affect the proper change in your records.  If at the end of 90 days I cannot obtain confirmation of the first remedy, then on behalf of myself and my wife who is my ward, I elect cancellation of the original applications since they are erroneous, and defective, and we are ineligible.  At that time, we will return to you all Department of Motor Vehicle documentation that will then be obsolete such as driver’s license cards, vehicle titles, registrations and plates.

9.  I encourage you to not disdain our liberty.  What becomes at times a religious immunity is a relief valve which allows the wheat and the tares to remain side by side without one choking the life out of the other.
