Dear Administrators,
I am providing my specific objection to your proposed regulations relating
to the Omnibus
Consolidated Appropriations Act of 1997, PL 104-208, 110 Stat. 3009
(§656) and 110 Stat.
3009-716 which will be made code in 23 C.F.R Part 1331.
My religion prohibits me from participating in and identifying with
the United States federal
enumeration system. I am constrained by the obligations put upon
me by our living God. It is
not my matter of opinion whether the State has the right or does not
have the right to propose
regulations to manage their administrations. My appeal is based
on my need to be able to do
those things necessary for life.
The United States enumeration system is the number of the Beast mentioned
in Revelation,
chapter 13. My biometric information is the number of a man mentioned
in Revelation, chapter
13. I am prohibited from identifying myself with those numbers
or placing myself in collusion
with the name of the Beast. The mark of the Beast mentioned in
Revelation, chapter 13 relates
to any number of things which are used for identification associating
the name of the Beast, the
number of the Beast and the number of a man. Those things would
include; an implanted
computer chip, a tattoo, a computerized record of biometrics and other
such things that can
specify identify a person and associate that persons identity to the
number of the Beast whether
that person did so volitionally or not. I am prohibited from
disclosing biometrics for the purpose
of identity when that biometric will be tied to enumeration.
I am prohibited from giving my
thumb print for identity to engage in commerce or do those things necessary
for lively hood. My
thumb print is "the mark on my right hand" referred to in Revelation.
Many of the persons who are writing legislation for the United States
and the several States have
a religious belief that the number of the Beast only encompasses an
externally originated tattoo
on the right hand or forehead. Many of those same and other legislators
believe they will be
raptured into heaven before the Beast appears and implements his program
to serve mammon
rather than God. Those same legislators are then taking actions
which are fulfilling prophecy by
implementing the program of the Beast which makes it so I cannot drive,
work, bank, vote,
obtain health care, obtain credit, pay taxes, and many other things
without identifying with the
numer of the Beast, the number of a man or presenting the mark of my
right hand or forehead.
Your regulation will be wholly folly if it does not include exceptions
to the requirement to
identify with the number of the Beast and to disclose their number
of a man derived from
biometrics. I request you include a provision for a person such
as myself who is not selling his
soul for the sake of survival. A provision exempting those with
bonified religious beliefs ought
to be allowed to identify themselves by verbal testimony before two
or more witnesses in
accordance with common law and practice of the last six thousand years
and in accordance with
God's command, "Before two or more witnesses, let every word be established."
Many of us in this country have always believed we would be protected
by the first amendment
so that we would not be placed in the predicament of having to choose
between being obedient
to God and surviving. Right now I am being prohibited from employment
and contracting
because I cannot associate with the number of the Beast. People
think they are fulfilling their
duty to serve your and other federal regulations. A little help
from you to include a written
provision for people like me will make it so other agencies will not
feel so compelled to
persecute me and my household.
